When it says dilute each solution does it mean to dilute it to 0.1 mol dm^-3

If you add 10ml of each solution then you end up with 30ml, i.e. you have increased the volume by a factor of 3 for each substance, without altering the number of moles of each. Hence the new concentrations will be 1/3 the original.
