You should use Kirchhoff's 2nd circuit law - that the sum of the potential differences around each loop is the same. Since the resistors are identical this simplifies it a bit. So if the potential difference of Z is V, we can find X and Y in terms of V as well.
Then you can use the formula for electrical power and compare it to the power of Z
