From optics, a refracted ray can also be partially reflected?
I am confused by this? Can someone explain the process of how and why this occurs - perhaps basics 2 if needed?

When a light ray is incident on a block of glass, and it refracts from the normal line of the glass block, when the ray leaves the glass block, it bends away from the normal, but why does the ray, show partial reflection? - is this a sensible description, what am i missing out?

I am not sure what are you missing - you have described the phenomenon correctly.
When light strikes a clear surface, it would undergo reflection even though the reflected ray may be very fainted.
