What is the surface membrane of a muscle cell known as? Is it skin? What does it mean my surface membrane? On the outside?

It is just the cell membrane of the muscle cell, in the same way that all other cells also have a cell membrane. The cell membrane of the muscle cell (myocyte: Greek myo = muscle; cytos = compartment, here cell) is called the sarcolemma (sarco also means muscle as in sarcoplasmic reticulum = ER of muscle cell)(the general technical term for cell membrane [i.e. for all cells] is plasmalemma.
