Whenever I do a science exam its really hard to approximate the mark scheme because oftentimes some random point comes up that doesnt seem relevant to the question. I end up writing really verbose answers (at the expense of basically finishing the paper on the last second), would you get penalized for it?

I highly doubt it. However, if you do make a point that practically “invalidates” the rest of your points you may risk losing marks.

Would it be fine if I were to just write in bullet points or half sentences

I don’t see any problems with using bullet points. For longer mark questions it can help make your points clearer if you use bullet points and separates them for the examiner to see.

Although I would highly recommend using full sentences not half ones because sometimes they can take away a little from your overall answer if you get what I mean?
