Maybe 14999 because if it was 15000 it would round to 20000

It should tell u what it has been rounded to, then you can find upper and lower limits

yea thats what I thought.. the max this value can be rounded to is 10 000 so the answer you would get is 14999 however in the markscheme the answer is 10499..

is there any other information in the question, maybe if its a question in parts, check the other parts for relevant information, otherwise idk

i edited part b because finding the lowest is easy which is 5000 but the highest i dont know

Yh...... I mean it could be rounded to the nearest 10000, making the answer 14999. Sorry don’t think I can be much help here can’t think of why it would be 10499

So meaning the answer scheme did 10499 - 5000 to find the greatest difference?
