Is Paul Tillich's idea of religious language being symbolic non-cognitive or cognitive (and why)?

It's non-cognitive because it's not literal and connects to deep feelings/dimensions in the soul which ultimately connect us to God, rather than expressing beliefs which represent God in a cognitive sense which might be true or false.
