I think because not all Brexit supporters are racist, but all racists are Brexit supporters. Unfortunately, the racists shout the loudest.

Given that anti-Semitism is a form of racism then there are a fair few of the momentum lot that would almost certainly be remainers, so that fooks up your assertion.
The reason that particular argument is made is because, in those making the accusations minds at least, it justifies the vilification of anyone that dared to look in a different way as to how the EU affects them.
They are generally middle class pseudo socialists/ liberals that were doing fine in the EU because they could get nice cheap labour took look after little Tarquin and Arrabella or do their nice suburban gardens for them.

Because its easier to reinforce you're own opinion by painting those who disagree as evil, prejudiced, racist, etc.

It's bigotry basically.

They're not all racists, but most of them are unbelievably misinformed, especially with Boris Johnson lying that Brexit will save the NHS millions, just to get people to vote leave.

Many remain supporters do not hold that belief and have never made the claim.
David Blunkett and the widower of Jo Cox are remainers.
Both have discussed the pro's & con's of voting brexit without resorting to venomous character assassination of all brexit voters.
Mr Blunkett gave an interview that included the sentence "It's my people who voted for Brexit. To call them racist is wrong and divisive".

Personally I'm a ''remainer'' but by opinion only -
I feel quite embarrassed of the suppression or lack thereof of the opposing views alongside misrepresentation.
However my opinions are biased due to my personal background - overall if we want to engage in a positive discussion we need two opposing sides which
don't victimize themselves nor demonize the opposition.

I've heard from a lot of people that voted to leave that their main reason is because they want 'the foreigners out of our country' (I have heard someone say exactly that to me). A lot of leave voters don't think they're racist but when they say things like that, they don't mean American or Canadian or Australian or generally white, English-speaking immigrants, do they?
They want to get rid of the immigrants that aren't white and don't speak perfect English - because they're racist.

The thing is, is it possible to have reservations about immigration levels without being labelled xenophobic?

If you assume a lot of stuff about migrants without any hard data and evidence, it's safe to say you're just xenophobic, not really having made up your mind on the basis of facts. It's a really common prejudice.

The Remain campaign needed an 'identity' to compete with the Leave side's ability to appeal to the 'British' identity.

They chose to take advantage of the minority of Leave supporters who really were stupid racists and created a bogeyman. They tried to imply that average Leave voters were stupid, closed-minded, intolerant racists, and made their identity 'we're against that sort of person'.

Backfired and cost them a referendum they should have easily won... and probably did more to create the extreme division we still see today than anything else.
