Haha, if you're on the run from the law, you'd be a bit of an idiot to turn up at your local polling station, surrounded by locals, who would almost certainly recognise you.

well I don't think the ones who are in jail get a vote nor do I think they should
if you commit a crime then you lose your right to vote

As someone else said, it's not illegal. I know that if you're in jail you cannot vote. But I will hesitate to say more than that.

I think everyone does or rather are slow to implement. You made me read that briefing note again (shakes fist) and it would seem UK have been in conversation with the council of Europe and have an acceptable proposal so its not an issue any more. They just have to find the legislative time to pass it. To be fair this country has been in turmoil for the last 4 years and Brexit overshadows everything. Is it the UK doing everything it can to avoid it?
Imo no, it just comes way down the list for a government in crisis. Labour will vote against anything that can bring the government down as will Brexit orientated factions imo.
