So if a compound with OH and COOH function groups react with NaOH, which one of it becomes O-NA+? or do they both?

is this from the 2018 organic paper?

if its the question I'm thinking of, the OH group reacted as well because it was part of phenol, not just an OH.
normally a hydroxyl group would not react with NaOH but phenol is a weak acid so was able to react with the strong base NaOH.

(someone correct me if I'm wrong please)
