Which laser hair removal device?

I am looking into purchasing a laser hair removal device but I’m unsure which is best within my price range. Anyone used these or had any experience?

this peer reviewed paper suggests that IPL is generally safe https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5653718/

Item 7 on this list suggests a test & wait for 24h, before full treatment https://www.brigstockskinandlaser.com/warning-buy-laser-ipl-hair-removal-treatments-read/

Quite focusedly, having friends who worked for Philips in Eindhoven NL (the factory was filled with massive "SONY IS OUR ENEMY/Sony is onze vijand" posters) and talking to friends who are working in Japanese industry, I'd prefer the panasonic on pure electronic design grounds, but I'm hairy, and the wrong colour anyway for these lasers to destroy my melanin roots! (Eindhoven , on the positive side, has some amazing custard cakes called Vlaamse Vlaai, but on the negative side, Philips sacked all their factory workers a few years ago, except the women as they were being paid less, so my particular female friend in their design campus resigned from them in disgust - she now works happily in Geneva)

finally , some comments in press suggested that Boots might (in worst case) close 200 stores soon, so perhaps go in and buy it instead of paying and hope it is delivered?
