Stakeholders count for anyone with an interest in the business so...

Employees
Patients
I’d say the government
Suppliers (pharmacists/machine manufacturers etc)

There is a difference between SHAREholders and STAKEholders.

Share holders - An individual/party who owns part of the organisation, so for the NHS that would most likely be the Government as it is a public service.

Stakeholders - Anyone who has an interest in the business, this can be employees, local community, Local/Wider Government, Customers (In this case patients), Suppliers e.g. drug companies.

Hope this helped!
