Unis will look at your final grade and usually ask for a 2.1 but check the specific course you are interested in.

Students won't have a final grade when applying in their third year. Do you mean a predicted final grade?
Yes it's what you're on track for which will be based on how your grades are calculated not just your second year grades. Your offer will most likely be conditional based on your final grades so yes unis are most interested in your final grade.
