Scottish student and doctorate loan

I was looking at doing a PhD in England, ideally Liverpool Uni (ophthalmic studies). As a Scottish student (i will be coming down from Scotland to study the degree), would I be eligible for the loan? My first degree was with the OU (in Scotland), and my MSc was funded by SAAS.

If you are ordinarily resident in Scotland, you would need to apply to SAAS for your funding.
