Well they mean just that? Just because you don't enjoy school/the education system doesn't mean you're going nowhere in life. My brother only got gcses, dropped out of sixth form, dropped out of college, and yet he's well on his way to a great career in IT. The world doesn't revolve around just school and grades, there's plenty of other things out there.

Well they mean there are other opportunities for success outside of pursuing education?

Hard working, right place right time, right idea, right contacts, ect. In terms of 'careers not needing a degree', starting your own business has always been a leader. It's perfectly possible to self teach or learn skills on the job without bits of paper and exams being involved.

Sometimes they just say the phrase "there are other opportunities".

I enjoy school and the education system, just not allowed to pursue it due to family pressures not to because they believe it made me ill when it didnt. Also over the age limit to do the courses i want to do.
