Flatmate left contract with only a 12 days until move in - where do we stand?

Need urgent advice on an unexpected situation where a flatmate has pulled out of a contract with only 12 days until move in. The other flat mates are unable to cover the cost of this absence and will struggle to find someone else to move in so suddenly. The person that has left the contract has supposedly had the approval of the estate agent to attain their money back, however surely there must be something to warrant this person or their guarantor liable for costs. This is due to apparently no contract being signed at all? The flatmate has blocked all communications and has not offered to find a replacement. Any advice would be much appreciated in this desperate situation

So, did the flatmate that's left actually sign a tenancy agreement?
