Studying medicine in Romania or EU Watch

Hi,
I want to study medicine in Romania, but I have just a limited budget of around 7000-8000 usd a year (I don't have more than this), and I don't have any confidence in passing an admission exam (I forgot most of what I studied in high school).
So, what are my options budget-wise? And which universities don't have an admission exam?

Moreover, I wonder whether I can work with Romania Mbbs degree in the European Union without going through any difficult tests or anything of the like, is it the case?

I will appreciate any help, and sorry for the trouble.
P.S: I'm not from Europe, so I need options for no-eu students.
P.P.S: I'm also interested in studying medicine in any other affordable place in the european union (just EU alone).
