There is no need to bring speed into it. Just say

d = k*t^2

And use the d=45, t=3 to solve for k. Then evaluate when t=7.

We are given that d is directly proportional to t^2, therefore we write d=At^2 where we have introduced the constant of proportionality A.
We are given that when t=3, d=45, from which we deduce that A=5.
Much confusion in this thread seems to have arisen from the wording of the question. It asks for the distance travelled in the next 7 seconds, which is most easily found by calculating the total distance travelled after 10 seconds and subtracting the distance that the ball fell during the first 3 seconds (i.e. 45 metres).
You should find that the ball in fact traverses 455 metres during the time interval between t=3 and t=10.
