How to know if a REALLY shy guy likes you ?

So I met up with some old school friends recently for a BBQ and I saw this guy I used to like quite a lot there (he makes me slightly giddy/nervous/shy.) And basically, last year at prom and another party we had we chatted a lot and I actually ended up confessing my feelings to him (because I was drunk.) After me saying that he actually said he regretted not talking me or making a move. But, because it is a year on, idk if the feelings are still there for him. Like I said, I haven't seen him in a while because everyone has moved on and I'm not sure what he feels based on what he said at the two events. Just seeing him makes me feel like I've rekindled my feelings for him and he's really the only guy I have ever thought i could 'see a future relationship with' but idk if i should chat to him.
This is the way he acts:
- occasionally looks at me
- likes my socials still
- acts unnatural, like he can't get comfortable easily
- goes quite quiet around me (but he is quite a shy guy anyway)
- likes to walk with a guy when around me (looks slightly lost)
- is in the same conversation as me, yet doesn't directly speak to me
doesn’t sound like at all he likes you
It doesn't sound like he's all that interested.

If you like him though then say something. Worst he can say is no.
