All politicians have all speeches for whatever scenario pre-planned way in advance. He would have been rehearsing for a few days.

The only good thing is that there will never again be a debate about who the worst Prime Minister of all time is. Just whether Lord North, Anthony Eden or Theresa May was the second worst.

There would have been a script for the speech written considerably in advance - you can see the piece of paper in his hand as he departs the stage. Top politicians have a team of speechwriters and aides to help them in their speech writing and delivery.

Doesn't mean I think it was a good speech haha
