Hi

Anyone know what those small black round/shaped camera looking device's which are attached on many UK street lamposts are? And if they issue PCNs to drivers who don't follow street ?

I'm pretty sure they're a form of solar panel which turn the lights on and off. Definitely not cameras, so they can't issue PCNs, don't worry!
Pretty sure the OP might be referring to things like this:

In which case they are cameras and can possibly be used to issue fines, though most of these have the primary purpose of generic CCTV monitoring. They wouldn't be used to enforce much when it comes to driving mind you, mostly small things like littering (since they have a means of tracing you) and yellow box offences. Anything more serious would probably be forwarded to the police as opposed to issuing a fine in order to get something done sooner.

Hard to say, my first thought is still the same though. It's most likely just a general CCTV camera.

If I'm not mistaken aren't these usually located around /near bus stops?

Probably used to monitor traffic and the streets, that’s it. Just a CCTV.

Might be an Automatic Number Plate Recognition (ANPR) camera?

Used for tracking the path of vehicles around the UK on the more major roads. If this is located on a fairly major road, perhaps that's what it is?

Based on the pic the OP provided? Probably not.
