Do universities in England offer contribution to costs for disabled students? Anyone has experience with this?

I can't apply for a DSA because I'm an EU student unfortunately.

I think the answer is generally no; they expect you to seek funding through the DSA etc. which I know is problematic for you! Some universities will make accommodations without charging- so mentees or support workers can sometimes be provided free, or if you need a higher standard of accommodation because of your disability you can sometimes get that at a reduced rate, but apart from that there isn't much.
It depends on the uni, its best to email the disabilities services of the uni's you're considering directly and ask for advice/details.
