Where is the cheapest place for a female 18 year old to get their car insured with no black box?

My friend has a 2013 Ford Ka and is only 900 odd pound whereas for a 2006 mitsubishi colt I'm quoted 5,000 on diamond

There's not so much a 'cheapest insurer'...they just assess risk a bit different, one might be cheap for some and not for another.
