I would always recommend retaking A levels. Transfers are possible but they can be tricky and if your course isn’t compatible (or the new university still takes your A levels into account which most do) then you could end up restarting from first year which is very expensive (and means you are stuck if you later need to repeat a year or restart again because you’re unhappy)
