I'm not sure you'd be very competitive, you'd have to be very happy to go to any of your other options. I don't know why you think HSPS isn't very competitive - it is!

They won't like the resit at all, and 67% is a general figure they use for 'good' university grades, though there is no hard and fast for undergrad.

I think your application might be strengthened more by getting a relevant job/internship/work experience with a relevant organisation Chatham House, an NGO, and MP etc.

You would need to drop out completely your previous Uni, Cambridge don't like 'stealing' people registered with other unis.
