Failing two modules at the last year at MSc studies

Hi, I was an international postgraduate student from 2016/2017 session and I was able to finish every module including my dissertation with more than 60% avg except for two modules which I couldn't attend due to medical reasons. (Which I got extenuating Circumstances claims accepted from the university)

I moved back to my home country and differed my studies to 2017/2018 and then to 2018/2019 due to medical reasons. However, the university only allows three years to finish MSc degrees and I have yet to complete the other two modules.

As I was away from my studies for two years, I'm not confident I will be able to pass exams at my last attempt(still 1st sit).

Can I still graduate from the university even though I have failed those two modules? I'm very much stressing out because of this and hoping to do PhD studies in the future if possible. Will this affect it? Any advice would be greatly appreciated!
