Studying university in Sweden

I'm a high school student from Hong Kong and I'm planning to study Psychology in Sweden starting in 2021 autumn. Below are a few things I'd like to know :
~Which universities in Sweden are relatively well-known for their Psychology studies and what are their annual tuition fees for Bachelor's degree? ~What are the scholarships available and is it difficult to apply for them?
~What are the minor programmes available for choice in Swedish universities?
And regarding the admission process, I know there are two admission rounds for the autumn semester(April & July). Since I'm from a non-EU region and my HKDSE results won't be released until mid-July, if I insist on applying in the second round and suppose I'm accepted, how should I deal with the problem of obtaining a residence permit on time?
