Say I defer my university place.Am I obliged to attend that following year if I change my mind?

No but if you want to reapply to other unis next year you will have to give up this place first

My friend did this last year (2018). She deferred her place but then decided that she no longer wanted to attend that particular uni the following year. She therefore contacted the uni asking to withdraw her place entirely, which they did. She then made a new UCAS application to the NEW uni she wanted to attend (this year, 2019 entry) and was accepted.

Just make sure you communicate well to the university that you would like to withdraw, if you do.
