So that's what it says on my progression decision, what does it mean, anyone have a clue? Do I progress to next year or I have to resit entire year?

PROGRESSION DECISION: Retaking one(+) failed module (P/T)

Given that the (P/T) part probably refers to 'part-time', it sounds like you will have to retake the failed module during the next academic year. It's not clear whether you'd be retaking it alongside second year or not.

Contact your university to clarify.

Thanks for explaining, is this something normal? That I will retake the failed module only and whats next?
I don't know what to do with my student finance... complicated

Contact your university, as they will tell you if you can proceed to second year or not. If they don't allow it, you'll only have that one module to do all year, and then if you pass it, you'd start second year in September 2020.
