I completed an access course in 2012/13 and was at the time unemployed so it was funded by the government I was a mature learner. I am now wanting to return and do a 2nd access course more relevent to my university choice plus refresh all my study skills. Would I still be able to get an Advanced learners loan for this? I clarified with SFE that I've not had any advanced learnering loans before.

You are only entitled to one loan for Access to HE. That said it depends whether the detailed regs count your previous Access funding as equivalent or ignore it. You will need to speak to ALL. Your alternative is just apply and hope you get through.
