I have IB Subjects HL Biology, Business, and English and Standard Level Chemistry, Math, and French. Can I still apply to some medical schools even if they require HL? or any universities that are more lenient with it.

I am sure that some unis are fine with you having HL bio and SL chem, but your chances are significantly better if you have both at HL, or at least math.
