Can I Learn Theory Test in Wales? So confused

So, prepare for a very confusing post...

I live in Northern Ireland, but later this month I'll be enrolling for a three year course in Psychology at Bangor University within North Wales. Despite being aged 25, I've still yet to learn how to drive. I have my provisional license card, but that's it.

I'm just wondering however if I'd be allowed to do the theory test over in Wales, as well as learning how to drive? Or would I have to do in Northern Ireland due to the provisional, the document etc.? I know NI differs from the rest of the UK, hence the confusion.
The UK United Kingdom does include Northern Ireland, Wales Scotland and maybe just maybe England at this moment in time. Just as long as Boris does not start putting fences around England to contain his ideas and ego

Yes you could use your provisional driving licence in Wales. And also learn the theory test in Wales.
