I'm resisting two a levels- got a B in one, C in the other, and I already have an A . What happens if I declare two resits on UCAS but then receive a contextual offer ( I fit widening participation criteria) of say ABB. Because I declared a resit for the subject I got a B in would I still need to resit it or could I use my previous grade.

If you say that you’re going to sit an exam then any offers are only valid if you sit that exam OR if you have agreement from the university to change the exams you’re sitting.
