Is it because it terminates ? I thought it has to be capable of being written as a rational number ?

2 root 2 is not a rational number. A rational number can be written as a fraction.

If I had to write (11 + 5√5) / 4 in the form a + b√c where a, b and c are rational numbers, how would I do this ; surely
(11 / 4 ) + (5√5 / 4) is incorrect, because b wouldn't be rational in that scenario ?

Thanks.

(11 + 5sqrt(5))/4

is the same as

11/4 + (5/4)*sqrt(5)

So compare this with

a + b*sqrt(c)

What do you think a,b,c are??
