You have to be 16 if you want to apply for jobs at like supermarkets. Perhaps try paper rounds. This would help you with your CV.
you are young, so volunteering is still the main option for you try British Heart foundation, red cross & local homeless / food centres (subject to minimum age requirements & possible DBS checks if necessary).
