In general, how serious is certain damage in uni halls? Like, would they give you a fine for putting a tiny dent in the wall? A tiny dent in a fridge? Breaking a chair?

“Damage” is a very broad term, no?
In your tenancy agreement, 'general wear and tear' is accepted, such as scuffs or small barely visible scratches and dents. Damaging an item to the extent that it can no longer fulfil its purpose, or causing something to be permanently unsightly such as staining a carpet, would probably constitute a fine.

Most halls actually provide you with an itemised costs list, so you know how much you would be required to pay for item repairs/replacement.

Halls are notorious for trying to scam people onto paying out for stuff they won't even bother repairing eg scuffs to walls. Wear and tear can't be charged for... a scuff on the wall is fine, a dent from repeatedly slamming the door isn't.
