Hi, I know someone who completed their second year of university unfortunately they failed the year and they were withdrawn from the university. However the first year results were very good. I would like to know if the person can transfer to another uni and repeat second year there. Thank you.

If they can find a university willing to take them with a compatible first year then yes.
