The Liberal Arts programmes offered at different universities can be quite different to one another. Some are structured and have core courses throughout the 3 years; others are simply a vehicle to study modules from 3 or 4 subjects with a focus on one or two majors by the end.

Look over all the different parameters, and see what suits you best. If you like the freedom, I personally think the Durham programme is excellent, but if you like structure look at Bristol or even UCL's BASc Arts and Sciences.

Birmingham also do a Liberal Arts & Sciences degree with lots of options. But your question is too vague, what do you mean by "best place?"

I guess I mean the strongest in the arts humanities / those with the best reputation

Top choices includes Durham, King's College London, Bristol, Exeter and Warwick. There are more, such as Birmingham and Royal Holloway, but the ones I've mentioned earlier has an overall good reputation, name value, student satisfaction, and prestige - which what I think makes 'best places to study'. Of course, you would have to look into the unis to find which suits you better in terms of subject offered for Liberal Arts (as these vary), structure for the degree and etc.
