The Rhineland was designated a demilitarised zone by the Treaty of Versailles so the reoccupation of the area was a direct breach of the Treaty itself. Germany had control over the area yeah but they weren't allowed to have troops there to prevent threatening France. The reoccupation of the Rhineland was Hitler's test to see how far France would go to secure the terms of the Treaty of Versailles and I suppose you know what happened next
