AS an international i’m applying and I have 9 modules. Say at 2-3 i get better than predicted, at 2-3 slightly lower than offer. Do you think those higher ones would count, melaning more than if I had just enough to meet the offer? Particularly looking at cambridge, though others also.

It depends on each university, however from what I heard Cambridge is very strict and you'd have to be exceptional to get in if you don't meet your offer. I also read somewhere on TSR that Oxford is more lenient but I don't have an official source for this.
If you're really worried then just call or email, I would advice call if you want a quick reply, the universities and ask.
