Formation of contracts;
A) does it matter if somebody is told to let somebody know "personally" by a date.
B) somebody offering to sell a phone to a friend is purely an invitation to treat or an offer?

If the offer says how it must be accepted, a non-compliant acceptance is not valid. This is so unless the reason that method was specified was to achieve some goal, such as ensuring the response is quick. If so, any method that achieves the same goal will do.

As for the friend, depends on the wording of the statement. It certainly can be an offer, but you may have issues establishing intention to be legally bound (a separate requirement of contract formation) since this is presumed not to exist in social/domestic relationships.
