If you're going to be applying next year, then no you cannot get in I'm afraid. However, if you start the course before your twentieth birthday then I think you would still be acceptable - don't hold me on that one, it may vary.
The best thing to do is to contact the colleges you're interested in and explain to them your situation. Are you thinking of doing A levels?
