How to become muscular and keep low body fat

I’m 6”2, currently weighing 75kg. I’ve been trying to bulk up and try gain some muscle. I started at 70kg and since putting 5kg on and my body fat increasing from 14% to 20% I’m not seeing any results except from getting incredibly fat around the belly. I was eating at a surplus of around 200-300, my TDEE says I should be eating 3000 calories a day to maintain but I feel like even when I eat only 1500-2000 calories a day my stomach is still bloated. I’m looking for insight on how to get my body fat percentage back down to about 14% whilst not losing muscle in the process.
What type of calories are you eating?
You need to eat A LOT of protein and go to the gym as well (around 3x a week)
Incorporate chicken and eggs into your diet and you need to be drinking A LOT of water as well to bulk
