Can a conditional offer be put down to an unconditional offer?

Since you're on the predicted grade system you're not likely to get a unconditional offer. Unconditional offers are usually given to people who already meet the entry requirements, for example those who took a gap year and already have the achieved A-Level results. In regards to what you're referencing to conditional changing to unconditional, that occurs on exam results day. This is when you have your achieved results and if you meet the entry requirements, your offer is changed to an unconditonal offer.
