My essay is supposed to be 2000 words but I seriously cannot think of anything else to write and I've only done 1600 words. Will there be a penalty for being under the word count?

It differs from place to place. At my uni, we could go 10% under.

Look at your assessment regulations. Some universities impose a penalty (i.e. you'd lose marks) for going more than 10% under the word count, so make sure you check if that's the case at yours.
