Do you mean throughout the entire Cold War?
JFKennedy has a shaky start with Cuba (Bay of Pigs 1961 and Missile Crisis 1962) and Kruhschev used this to ask for JFK to remove troops from Berlin.
- Kruhschev wanted to impress his country because he was following Stalin and wanted to prove himself as a strong leader.
JFK refused and increased the force in Berlin, this (as well as many Eastern Germans defecting to the West) lead to the Berlin blockade by Kruhschev in 1962. This was a propaganda win for Kennedy but also for Kruhschev as he was not opposed.
