The structure of the cell membrane and what keeps its structure

My book says : "A membrane is held together mainly by hydrophobic interactions, which are much weaker than covalent bonds."

Do they mean hydrophobic interactions between the fatty acid tails of adjacent phospholipids ? Are there also hydrophilic interactions between the phosphate heads ?

On another note, I read that phospholipids can actually move within the membrane either laterally or transversely and my question is : Can the phosphate head of one phospholipid switch with a phosphate head of another ? And is the ability of phospholipids to move within the membrane due to the fluidity of membranes ?

look up the role of van der waals forces, hydrogen bonds and the actual structure of phospholipids as well!
