Is there a date by when I should have already taken my English certification exam? Do I need to put it in the Education section even if I only have booked it?

No, you do not have to have a proficiency certificate when sending the application. Most universities will require you to have the certificate before the course starts (meaning that it is alright if you do it now, but it is also fine if you do it during the summer before September)
Btw, which certificate are you doing?

Usually you will need to meet any English requirements by sometime in August.

If you’ve got a test date, list it as a pending qualification.
