How many sketchbooks should you have by the end of year 13? I heard someone say they had 2, some even said 6! I'm more of a quality > quantity person so my sketchbook progression is quite slow, and I'm worried that it would seem like I haven't done much work?

I had 5 - it depends on how much work you do

If you're basing on good quality, then two sketchbooks should be enough. Although you'd have to work fast so you can complete all of your ideas and have enough annotations to get yourself a good result. I'd also have a spare third just in case.

Hope that helps.
