I have a feeling that you can't send PMs while you only have a few posts on your account. I believe the measure was put in place to stop new accounts being used to privately troll people.
If you need a mod then make a thread in the below forum.

when i was a new user, still am relatively new compared to other users, i also experienced this problem so DiddyDecAlt is probably right in what they said.
however, your post may not get noticed my anyone with more experience on the subject at hand seeing as you uploaded to ‘chat’ rather than a more relevant place like ‘report a problem’ which is where i posted to when i experienced similar issues. QA1 helped me solve mine, so i’ve tagged them in here, so hopefully they can help you solve your problem also. but then again, it might not be a issue, just to do with new users.
